Say what? Watching CNN, anchors nonchalantly mention that Congress passed an act that by 2009 all TV signals must be digital, meaning current TVs won't work. Never fear, Congress is appropriating $3 billion to make sure that there are affordable converters to retrofit your TV. How does this happen without people noticing?
